The Different Types of Electrical Certificates

If you are a homeowner, landlord or business owner in Birmingham, Wolverhampton or anywhere across the West Midlands, you have probably heard of various electrical certificates — EICR, PAT testing, Electrical Installation Certificate and more. But what is the difference between them, and which ones do you actually need?

EICR — Electrical Installation Condition Report

What It Is

A comprehensive inspection and testing of all fixed electrical installations in a property — wiring, consumer units, sockets, light fittings and earthing.

How Often

Every 5 years for rental properties (legally required). Every 10 years for owner-occupied homes (recommended). Every 5 years for commercial properties.

Who Needs It

All landlords (legally required). Homeowners selling or buying. Commercial property owners. Anyone wanting to check their electrical safety.

PAT Testing — Portable Appliance Testing

What It Is

A series of visual inspections and electrical tests on portable appliances — kettles, computers, power tools, extension leads, fridges and any equipment with a plug.

How Often

Varies by equipment type and environment. Office equipment: annually. Power tools and construction equipment: every 3 months. Hotels and schools: annually.

Who Needs It

Employers (legally required under the Electricity at Work Regulations 1989). Landlords (recommended for furnished rentals). Schools, hotels, shops and offices.

Landlord Electrical Safety Certificate

What It Is

A certificate confirming that a rental property meets electrical safety standards. This is based on a valid EICR with no C1 or C2 issues, plus confirmation that all remedial work has been completed.

How Often

Every 5 years, aligned with the EICR renewal cycle. Must also be provided to new tenants before they move in and to existing tenants within 28 days of inspection.

Who Needs It

All private landlords in England (legally required since 2020). Social landlords. HMO landlords. Councils can fine up to £30,000 for non-compliance.

Electrical Installation Certificate (EIC)

What It Is

A certificate issued after new electrical work is completed — such as a full rewire, new circuits, or a consumer unit replacement. It confirms the work meets BS 7671 standards.

How Often

Issued once after new work is completed. Valid for the lifetime of the installation (but an EICR is still needed periodically).

Who Needs It

Anyone having new electrical work done. Building control requires it for notifiable work (new circuits, consumer units, house rewires).

Minor Electrical Installation Works Certificate (MIEWC)

For smaller jobs like adding a new socket, replacing a light fitting or extending an existing circuit, a Minor Electrical Installation Works Certificate is issued instead of a full EIC. This confirms the specific work meets safety standards.

What Happens If You Do Not Have the Right Certificate?

Landlords without EICR

Fines up to £30,000. Invalid insurance. Cannot issue Section 21 notices.

Employers without PAT

Prosecution under Electricity at Work Regulations. Invalid employer liability insurance.

Sellers without EIC

Buyers may reduce offers. Delays in conveyancing. Mortgage lender issues.

DIY electrical work

Illegal for notifiable work. Invalid insurance. Prosecution under Building Regulations.
